There's a pretty large infrastructure and financial incentive put in place thats hard to unravel. The war on drugs has given increased federal funds to local police stations => employment opportunities. Promotions based around how many arrests and convictions the officers can bring forth. As well as the privatization of prisons that make money by incarcerating more people. And who do you think is easier to arrest/incarcerate => poor, marginalized populations, or middle and upper class whites?
