JOHN’S—Canadians are demanding better health care that addresses the needs of an aging population but as governments prepare to negotiate new funding agreements, doctors stress that money alone will not transform a crumbling system. “This is not a tinkering around the edges,” said Dr. Jeff Turnbull, the outgoing president of the Canadian Medical Association (CMA), which represents about 75,000 doctors nationwide. “We’re talking about some pretty significant transformative change.”
