Every year, school districts that serve disadvantaged students, many of whom are African-American and Latino, get federal help because their students face serious challenges to getting a good education.
But a bill working its way through Congress would allow school districts to spend that money however they want. Money that was meant to help a poor Latina student afford books could pay for an extra TV at a wealthy school -- and that's completely legal.
Giving states and school districts the ability to reshuffle money like this is apparently "flexibility." In reality it's gross mismanagement and misuse of taxpayer dollars that should be helping children who need it most, not those who have enough.
