Human Resources Compliance Program Manager – Strengthening Workforce Compliance & Risk Governance

Join The Pasha Group as our Human Resources Compliance Program Manager, where you’ll lead the design, audit, and continuous improvement of HR and Payroll compliance programs across multiple U.S. entities and states.

In this role, you’ll partner closely with HR, Payroll, and Legal teams to proactively identify risk, ensure regulatory alignment, and support collective bargaining agreement (CBA) governance—helping protect our people, our operations, and our reputation.
Lead, Audit & Strengthen HR Compliance Programs Take ownership of enterprise-wide initiatives that ensure accuracy, accountability, and confidence in HR and Payroll practices.
Design & Execute Audits: Develop and lead audit plans to assess compliance with federal, state, and local employment laws across multiple jurisdictions.
Risk Identification & Mitigation: Identify operational and regulatory risks within HR and Payroll processes and recommend actionable mitigation strategies.
Compliance Reporting: Prepare clear, concise audit reports and present findings, trends, and recommendations to HR and business leadership.
Metrics & Monitoring: Track compliance metrics and audit outcomes to inform decision-making and continuous improvement efforts.
ISO Audit Leadership: Serve as the primary point of contact for ISO audits, coordinating documentation, responses, and follow-ups.
Be a Strategic Partner in Labor & Regulatory Governance Collaborate across teams to ensure labor agreements and policies remain current, compliant, and consistently applied.
CBA Program Management: Maintain and manage documentation for active CBAs; lead implementation and renewal projects with cross-functional alignment and timeline control.
Employment Law Alignment: Monitor changes in employment laws and partner with HR and Legal to interpret and operationalize requirements across jurisdictions.
Policy & Handbook Updates: Lead periodic reviews and updates of employee handbooks, HR forms, and compliance documentation.
Training & Enablement: Support the development and delivery of compliance training and communications for HR and business leaders.
Process Documentation: Partner with HR and Payroll owners to maintain accurate process documentation and control frameworks.
What You Bring You bring strong compliance expertise, sound judgment, and the ability to influence across a complex organization.
Bachelor’s degree in Human Resources or a related field (or equivalent experience).
5+ years of progressive HR and Payroll experience with direct responsibility for HR compliance.
Experience with unionized environments and CBAs strongly preferred; multi-entity experience a plus.
HR certification (PHR, SHRM-CP, or similar) preferred.
Strong working knowledge of U.S. employment laws across multiple states and jurisdictions.
Proven project management skills with the ability to coordinate cross-functional initiatives.
Proficiency with enterprise HRIS, ATS, timekeeping systems, and reporting tools; intermediate Microsoft Office skills.

The salary range listed is based on the geographic zone associated with this role: SAN RAFAEL, CA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.
Zone 1: $110,000 - $120,000
This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment. Annual Incentive Opportunity: 10% of eligible compensation
