Secretary DeVos has issued a rule (https://www.ed.gov/news/press-releases/secretary-devos-issues-rule-ensure-cares-act-funding-serves-all-students?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=) to help to ensure that all students whose learning was impacted by COVID-19 are served equitably by emergency funding authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act (https://www.congress.gov/bill/116th-congress/house-bill/748/text?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=) , no matter where they attend school. Providing equitable services is long-standing law under the Elementary and Secondary Education Act. (https://www.federalregister.gov/documents/2020/07/01/2020-14224/cares-act-programs-equitable-services-to-students-and-teachers-in-non-public-schools?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=) The Interim Final Rule was published in the Federal Register on July 1 and outlines how school districts must calculate the emergency funds available for providing equitable services to students and teachers in private schools. “The CARES Act is a special, pandemic-related appropriation to benefit all American students, teachers, and families impacted by coronavirus,” said Secretary DeVos. The rule became effective immediately upon publication in the Federal Register.

Safely Reopening America’s Schools

The President, Vice President, Secretary DeVos, and other senior Administration officials are emphasizing the importance of safely reopening America’s schools this fall.

“It’s clear our nation’s schools must fully reopen and fully operate this school year,” the Secretary noted. Anything short of that robs students, not to mention taxpayers, of their futures – and their futures represent our nation’s future. So, it’s not a question of ‘if’; it’s just a question of ‘how.’”

The Vice President and the Secretary held a briefing for the nation’s governors on the COVID-19 response and best practices on safely reopening America’s schools.
In addition, the White House hosted a Summit on Safely Reopening America’s Schools (https://www.youtube.com/watch?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=&v=CQG835FyulE), with remarks by White House Coronavirus Task Force Coordinator Dr. Deborah Birx, Health and Human Services Secretary Alex Azar, and Secretary DeVos; panel discussions on the ABCs of reopening schools safely and implementing safe school reopening plans featuring state and local officials, health care professionals, school teachers and administrators, higher education leaders, and parents; and a roundtable discussion with the WH Administration and stakeholders from K-12 schools and higher education institutions. Secretary, Students, Parents Tout Education Freedom at Columbus, Ohio, Roundtable
Secretary DeVos and Ohio State Senator Matt Huffman participated in a school choice roundtable discussion with students, parents, educators, and stakeholders on July 23, at Tree of Life Christian School, in Columbus. The discussion focused on the importance of school choice, the Secretary’s Education Freedom Scholarships proposal,(https://sites.ed.gov/freedom/?src=feature&utm_content&utm_medium=email&utm_name&utm_source=govdelivery&utm_term) and the challenges to and opportunities for education freedom presented by COVID-19.
Several students spoke about what school choice has meant to them, including Tyreke Farquharson, who stated, “Without Tree of Life and school choice, I would not be the person I am.”

“We have to think about the child, who is just like me, who begged my mom not to go back to public schools, and we have to stop the division between schools,” said Walter Blanks, a scholarship recipient and alumni of Tree of Life Christian School. “It’s not just the public schools that were affected by this pandemic. So, we have to be able to allow children to succeed in whatever environment is best for them.”

New Materials to Support Reopening Schools in the Fall Released by CDC

On July 23, the Centers for Disease Control and Prevention (CDC) released new science-based resources (https://www.cdc.gov/coronavirus/2019-ncov/community/schools-childcare/index.html?utm_content=&utm_medium=email&utm_name=&utm_source=govdelivery&utm_term=) and tools for school administrators, teachers, parents, guardians, and caregivers when schools open this fall. With states, cities, and communities around the country experiencing different levels of COVID-19 transmission, jurisdictions should make sure appropriate public health strategies are in place to slow the spread of the virus as the first step in creating a safer school environment.

“It is critically important for our public health to open schools this fall,” explained CDC Director Dr. Robert Redfield. “The resources released today will help parents, teachers, and administrators make practical, safety-focused decisions as this school year begins.”

), joined by the Department’s Deputy Secretary Mick Zais, to explain how these new resources and tools support safely reopening schools by promoting behaviors that prevent spread, altering the school and school day structure, and keeping the school environment healthy through cleaning, proper ventilation, and other practices. Finally, they provide students, school administrators, parents, guardians, and caregivers with the information they need to guide decision-making and adapt to local conditions.

New Rural Tech Challenge to Advance Technology Education

Secretary DeVos recently announced a challenge for educators to rethink education options for rural high school students during the COVID-19 pandemic. The Rural Tech Project is a $600,000 challenge to advance rural technology education and prepare students for the careers of today and tomorrow. The U.S. Department of Education invites high schools and local educational agencies to propose technology education programs that use competency-based distance learning.

By advancing technology skills development, rural communities can help their students prepare for rewarding career opportunities. This open innovation challenge will empower educators with resources to create technology education programs that are customized for their students and local needs.

Up to five finalists will progress to Phase 2 and each will receive an equal share of the $500,000 cash prize pool, on-the-ground assistance, and access to virtual resources. STEM Webinars

The Department is pleased to resume its STEM briefing series as STEM webinars. The June 23 STEM and Distance Learning webinar attracted nearly 800 viewers. The July 8 Early Math webinar featured funders and researchers sharing authentic, joyful math instruction methods for early learners of all abilities.
