On September 18, the U.S. Department of Housing & Urban Development (HUD) issued its Notice of Funding Availability (NOFA) for the Continuum of Care funding competition, including a new question (and up to two application points) about steps communities are taking to reduce criminalization of homelessness. This comes on the heels of the Department of Justice filing a brief in a case arguing that criminalization is unconstitutional, and other federal steps to combat the practice.
