Launched during a time in which drug use and distribution was decreasing, the War on Drugs has led to a significant influx in the prison system. While there were 220 people for every 100,000 imprisoned in 1980, today that number has grown to 731 for every 100,000. Minority Blacks outnumber those incarcerated at alarming rates.
