- Assist in preparing, issuing, and administering subcontract awards, task orders, and modifications in alignment with FAR, CPSR standards, and company procurement policies.
- Support the development of subcontract request for proposal (RFP/RFQ) packages, including statements of work (SOW), evaluation criteria, and required documentation.
- Review subcontractor proposals for accuracy, pricing completeness, compliance, and alignment with project requirements; escalate complex issues as needed.
- Coordinate with project managers, procurement, finance, and other internal stakeholders to ensure subcontract actions support project objectives and timelines.
- Maintain accurate subcontract files, documentation, correspondence, and compliance records in accordance with CPSR and internal audit requirements.
- Monitor subcontractor performance, including tracking deliverables, timelines, and reporting requirements; assist in resolving routine performance or compliance issues.
- Prepare subcontractor communications, negotiation notes, and documentation to support decision making and audit readiness.
- Assist with preparing price analyses, cost review summaries, and subcontract justification documents for approvals.
- Support business development activities by assisting with gathering subcontract documents for proposals, such as teaming agreements, NDAs, pricing inputs, and compliance certifications.
- Maintain tracking logs for subcontract actions, modifications, expirations, and deliverables to ensure proactive contract management.
Essential Duties and Responsibilities:
- Review solicitations and prepares specialized and/or non-routine response for proposals.
- Work directly with Business Development assisting with the overall procurement approach.
- Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure, ultimately reducing risk to the company.
- Provide authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
- Interact and communicate as appropriate with finance/accounting and business team disciplines for resolution of contract issues and disputes.
- Develop negotiation strategy and assists with negotiation on contractual issues.
- Coordinate with the contracting officer to obtain administrative documentation.
- Manage contract change control process.
- Maintain contract data base and associated files.
- Execute entire contracting life cycle, from participation in proposal preparation through award and execution to close-out and archiving.
- Bachelor's degree with 3+ years of experience.
- May have additional training or education in area of specialization.
- Develops solutions to a variety of problems of moderate scope & complexity.
