The State of Connecticut, Department of Transportation (DOT), is now accepting applications for the position of Transportation Engineer 2 (Construction Engineering) within the Quality Assurance Unit (QA) at our headquarters in Newington, CT.
The Division of Construction Operations (DCO) administers construction and maintenance projects statewide from design to final acceptance. This office is involved with Alternative Project Delivery, Construction Claims & Litigation, E-Construction, Materials Testing and Central Surveys. The Quality Assurance Unit is responsible for Work Zone Safety, Value Engineering, Records Examination, Constructability Plan Reviews, and Standard Specifications revisions.

Location: Newington, CT.
This position is eligible for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Employees in their initial working test period must work on site in the office.
Part of the P-4 (Engineering and Scientific) bargaining unit.
THE ROLE
In the Department of Transportation this class is accountable for independently performing a full range of engineering or related tasks in one or more aspects of transportation construction engineering projects in the following areas: construction, administration, rehabilitation, surveying, materials testing, operations, or maintenance. This Transportation Engineer 2 (Construction Engineering) position is within the Quality Assurance Unit (QA) at our Headquarters in Newington.
This position is responsible for assisting a Transportation Engineer 3 (TE3) in acting as a liaison between the Construction Districts, other Units, and the Division of Construction Operations. This Transportation Engineer 2 will assist a TE3 in reviewing project records and performing other project related functions. The successful candidate will verify the completeness and correctness of project documentation and final packages for construction projects and perform related duties. Duties include, but are not limited to reviewing construction project records, reports, Federal Vouchers, Verifying contract time calculations, comparing estimates vs financial disbursements, comparing materials testing requirements to pay quantities, reviewing calculations, reviewing project plans and specifications, verifying project requirements are met prior to processing acceptance forms, and reviewing all required project documentation in accordance with the procedures stated in CTDOT’s Construction Manual. The successful candidate will evaluate the documentation, provide recommendations, and assist the TE3 in providing the District personnel guidance, as well as other related duties as required.
Qualifications & Requirements MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in engineering or construction management and two (2) years of experience in a professional transportation construction engineering or transportation engineering capacity.
NOTE: For state employees one (1) year of experience must have been at the level of a Transportation Engineer 1 (Construction Engineering) or (Engineering).
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Possession of Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
Possession of Land Surveyor-In-Training (LSIT) licensure or Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the Bachelor’s degree requirement:
Transportation Construction Inspection Program - Highway Construction Inspection
Construction Materials Testing Program - Asphalt, Concrete or Soils
Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection
Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the Bachelor’s degree requirement.
Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the Bachelor’s degree requirement.
A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
