JCITA Counterintelligence Subject Matter Expert (CI SME – CCDC)

The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoWs central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary Counterintelligence Subject Matter Expert (CI SME CCDC)
The CI SME (CCDC) serves as a senior Counterintelligence instructor and subject matter expert responsible for delivering advanced classroom and practical instruction that prepares CI Special Agents to independently conduct counterintelligence (CI) collection activities in cyberspace in accordance with applicable laws, national strategies, and Department of Defense policies. The position ensures agents are proficient in planning, executing, and documenting cyber-enabled CI collection operations while maintaining strict compliance with legal and policy frameworks.
The CI SME designs and facilitates platform-based and scenario-driven training that integrates cyber collection methodologies, open-source exploitation, and digital operational techniques into established CI tradecraft. The incumbent evaluates student performance during rigorous practical exercises and applied collection activities that may exceed eight (8) hours per day, ensuring agents demonstrate operational readiness and adherence to governing authorities.
Required Qualifications:
Qualified candidates must be graduates of an accredited CI Special Agent credentialing school and possess demonstrated expertise in CI collection within a cyber environment. This expertise must be gained through a combination of industry training, DoD training, or academic study and may include certifications or specialized training such as SANS Open Source Intelligence (OSINT), Certified Open Source Intelligence Professional, Counterintelligence Cyber Collection Course (CCDC), or Joint Military CI Collections Course (JMCCC).
The CI SME (CCDC) combines operational credibility with instructional excellence, translating complex cyber collection authorities, techniques, and compliance requirements into effective, mission-focused training that enhances the capability of CI Special Agents to conduct lawful and effective cyberspace collection operations.
Required TS/SCI with ability to obtain CI Poly.
