The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoWs central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary Senior Program Manager
The Program Manager is responsible for the overall leadership, management, and execution of all work performed under the Statement of Work (SOW). The Program Manager provides day-to-day oversight of contract performance, ensuring operational excellence, compliance with contractual requirements, and alignment with Government priorities. The Program Manager supervises contract personnel and leads the recruitment, vetting, and assignment of appropriately cleared and technically qualified Subject Matter Experts (SMEs) to support JCITA course teams.
The Program Manager poses expert-level ability to manage multiple complex and time-sensitive activities simultaneously, proactively identifying risks and immediately correcting performance issues to maintain mission continuity and quality standards. The Program Manager serves as the primary interface with Government stakeholders, capturing, prioritizing, and deconflicting requirements to ensure seamless coordination and delivery of services.
Required Qualifications:
Qualified candidates must be a graduate of an accredited Counterintelligence (CI) Special Agent credentialing school and possess a Bachelors degree with a minimum of ten (10) years of supervisory experience. The position requires demonstrated success working directly with Government clients and exceptional oral communication skills to effectively lead teams and represent the organization at senior levels.
Required TS/SCI with ability to obtain CI Poly.
