POSITION HIGHLIGHTS
Full time, 40 hours per week
Monday through Friday schedule
First shift hours, 8:00 am to 4:30 pm
Hybrid schedule- combination of in office and telework- Once training is successfully completed, a hybrid schedule will be available based on business needs, in accordance with the Telework Policy. The exact schedule will depend on operational needs but has flexibility.
When in the office, the reporting location for this position is 1111 Country Club Road, Middletown, CT.
THE ROLE
As a Human Resources Generalist 2, will have strong leadership abilities and be accountable for providing onsite agency support including but not limited to workforce planning, classification/organizational design consultation, and managing the full-cycle recruitment process for assigned positions.

Prepare and maintain all Human Resources records and transactions for employees within the Human Resources Information System (CORE-CT) including but not limited to, processing positions, new hires, reclassifications, seniority, salary calculations and adjustments.
Managing the full-cycle recruitment for assigned positions.
Making recommendations and advising leaders to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and union contracts.
Collaborate with dedicated Human Resource teams and employees in specialty administrative areas such as leaves, benefits, workers compensation, and labor relations, enabling you to coordinate the end-to-end HR solutions to meet any operational challenge.
Assist managers with employee relations and performance management including performance evaluations and progressive discipline.
Conduct new employee orientation.
Partner with and advise agency managers and staff on Human Resources policies and practices.
Ensure employment compliance within all areas of responsibility adhering to applicable laws, policies, collective bargaining agreements, and state's reemployment and SEBAC guidelines.
Qualifications & Requirements MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the junior working level in human resources management or equal employment opportunity/affirmative action or labor relations management.
NOTE: For state employees this experience is interpreted at the level of a Human Resources Generalist 1, Human Resources Associate, or Equal Employment Opportunity Specialist 1.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
For state employees one (1) year as a Human Resources Generalist 1, Human Resources Associate, or Equal Employment Opportunity Specialist 1 may be substituted for the General and Special Experience.
