Believe it or not, when Trump signed an executive order to support historically black colleges and universities (HBCUs) those were not fake smiles from the HBCU leaders standing behind him. Across the country, HBCUs such are facing dwindling funds and resources from their state university systems. And HBCUs in states like Maryland and South Carolina have seen worse: A duplication of their academic programs in traditionally white schools to create separate but equal institutions. Redacted Tonight Correspondent Natalie McGill shows why Trump's order will need sharp teeth to cut into an ongoing problem.
