Retired U.S. Marshal Robert Moore has spent a lifetime breaking barriers, and now he’s telling his story in a powerful new memoir, Off My Neck, set to be released on August 1, 2025 through BlackMarshalPublishing.com.

From his humble beginnings on a 40-acre family farm in Algoma, Mississippi—purchased by his father in 1907—to his trailblazing roles in some of the highest echelons of American law enforcement, Moore’s journey is a vivid testament to resilience, vision, and purpose. His autobiography pulls back the curtain on nearly five decades of public service, social transformation, and personal evolution.

The Courage to Lead in Uncharted Territory
Moore’s story is not only about rising through the ranks—it’s about rewriting what leadership looks like. He became the first Black Illinois State Trooper to serve as EEO Director with only three years of seniority and no rank, and later was appointed by a U.S. President to serve as United States Marshal—only the second Black citizen of Illinois ever to do so.

His path also led him to the historic role of Chief of Detectives in Savannah, Georgia, and then Chief of Police in Jackson, Mississippi, where he served under the city’s first Black mayor. Along the way, Moore earned an MPA from the University of Illinois at Springfield and turned to writing to extend his voice beyond the badge.

More Than a Memoir—A Mirror for Society
Off My Neck is more than a personal account; it’s a reflection of America’s ongoing journey toward equity and inclusion. Moore recounts the institutional resistance, racial isolation, and social pressures he endured, while advocating for reforms that continue to shape conversations around justice and representation. His unwavering commitment to fairness has influenced over 300 law enforcement agencies in Illinois through the adoption of the “Ten Shared Principles,” which he helped develop with the NAACP and the Illinois Association of Chiefs of Police.

Legacy on the Page
Moore’s literary contributions go far beyond this memoir. He is also the author of The President’s Men: Black United States Marshals in America and a pioneering article that became a national blueprint for increasing Black leadership in law enforcement. His international travels through Vietnam, Cambodia, and Cuba as part of the People to People ambassador program also offer rich insight into his global perspective.
