Strategic IT Business Partner – Clinical Operations
The Strategic IT Business Partner - Clinical Operations will partner with Clinical Operations business leadership across Site and Patient Networks, Site Management, and Project Leadership to understand strategic, market, and operational technology needs and to translate those needs into technical solutions. The IT Business Partner ensures alignment of IT strategy and plans to business strategic goals which include driving growth, productivity, investigator and customer centricity, employee engagement, and delivery quality. The IT Business Partner will join the world’s largest CRO and focus on identifying and executing strategic initiatives to improve clinical trial predictability and speed. To enable these goals, the IT business partner will strive to improve one of the world’s largest, integrated eClinical platforms, integrating EDC, IVR, Lab, CTMS, and Project and Resource Management with real world data and advanced analytics.
The IT Business Partner will execute delivery by coordinating resources across R&D Solutions Technology and CIO organizations and will lead architecture, infrastructure, clinical systems, analytics, R&D information services, mobility, analytics, and business process management platform resources. The IT Business Partner will lead global teams across Europe, North America, Latin America, and Asia.
Key areas of process focus include study design and planning, site identification, patient enrollment and engagement, site start up, site monitoring, risk based monitoring, trial master file, investigator engagement, and clinical analytics.
The IT Business Partner has responsibility to deliver technology initiatives, systems, and services. Key strategic initiatives will include oversight of trial master file, investigator payments, and investigator portal.
This role reports operationally to the Vice President of Clinical Operations Technology and functionally to business leadership within Clinical Operations.
Responsible for the development of regional and global IT strategies.
Responsible for leading the IT planning and demand process across Clinical Operations
Partners with business throughout the full life cycle of systems integration – from conception of ideas through planning, business case preparation, vendor selection, development, deployment, operations, and end user adoption.
Provide technical leadership and management of multiple regional and global IT projects.
Manages direct reports including solution architects and business analysts as well as matrixed resources to identify potential solutions that match the business and technology strategy.
Accountable for guiding the solution and delivery teams with developing business requirements.
Defines operational services in partnership with business leadership and IT shared service providers and monitors the performance and costs of these services in alignment with defined SLA.
Drive innovation for business and delivery of continuous improvement or transformation.
Advises the business on technology trends. Serves as the IT lead on key stakeholders teams, including due diligence teams for mergers and acquisitions and strategic initiatives.
Coordinates the information needed to run IT including budgeting, and representing the demand for technology services to C level leadership.
Provide portfolio and resource management capabilities, driving the prioritization of technology projects, ensuring that they align with technology that best maximize ROI.
Work with IT leadership to benchmark technology with industry peers in key operational areas with the goal to establish best practices and drive performance.
Manage staff in accordance with organization’s policies and applicable legislation. Responsibilities include planning, assigning, and directing work; appraising performance and guiding professional development; rewarding and disciplining employees; addressing employee relations issues and resolving problems. Approve actions on human resources matters, including salary administration
Ensure adherence to IT standards and procedures. Ensure all work meets computer systems validation requirements, and any issues identified in QA or customer audits are properly addressed.
Develop and test IT disaster recovery plan in conjunction with the business continuity plan. Provide consulting assistance to business for the development of the business continuity plan.
Ensure all IT activities conform to IT security standards and all data and systems are properly protected.

Qualifications & Requirements
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Proven experience with clinical technology and systems integration that cross the clinical sub process areas including trial planning, trial management, monitoring, trial master file, project management, and use of analytics to drive performance.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s Degree in Computer Science or related field; with 15 years IT experience including previous management experience or equivalent combination of education, training and experience
Advanced degree preferred
Extensive use of telephone and face-to-face communication requiring accurate perception of speech
