The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is hiring an Environmental Analyst 1 to work in Hartford, Connecticut within the Bureau of Central Services: Engineering, Safety & Sustainability Division; Safety, Strategic Planning & Support Unit.

DEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. POSITION HIGHLIGHTS

Full Time (35 hours per week)
First shift, Monday through Friday with a flexible schedule available between the hours of 8:00 AM - 5:00 PM
Hybrid schedule, based in Hartford, CT
YOUR ROLE

This position provides a unique opportunity to join a team committed to evaluating DEEP’s facilities and program operations to ensure compliance with applicable state and federal environmental and safety requirements; and creating safer, environmentally compliant, and sustainable program and facilities operations.

Sample Duties:

Assists with evaluating DEEP's facilities and program operations to ensure compliance with applicable state and federal environmental and health & safety requirements;
Assist with developing agency environmental and safety compliance policies, plans and plan templates and preparing reports to meet state and federal regulatory requirements
Assist with investigating worksite incidents and conducting facility and program environmental and health & safety compliance audits and developing and implementing necessary corrective action plans;
Assist with providing technical consultation to DEEP facilities and program staff on environmental and health & safety related matters;
Assist with developing and implementing program specific continuity of operations plans;
Assist with researching, collecting and maintaining critical information and statistics on DEEP operations, equipment and infrastructure to formulate recommendations for creating safer, environmentally compliant and sustainable program and facility operations;
Assist with minimizing waste generation and ensuring proper waste management and disposal at DEEP facilities;
Assist with developing and maintaining electronic training materials and coordinating database maintenance and dissemination of information.

Qualifications & Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.


MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
NOTE: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS
A bachelor’s or master’s degree in a scientific or technical discipline pertaining to the environmental field, heath and safety, or safety management;
Training and experience in interpreting Environmental and Occupational Safety and Health Administration (OSHA) regulations, statutes, and policies;
Experience with techniques used to conduct environmental, fire protection, and safety inspections and audits;
Experience in safety management, risk assessment, environmental and personal hazard control;
Experience in case documentation and preparing reports;
Experience in preparing and implementing regulatory compliance plans;
Experience working on two or more projects simultaneously while adhering to deadlines;
Experience independently communicating, verbally and in writing, environmental results and findings to internal or external stakeholder groups, such as the general public, businesses, environmental professionals, or government officials;
Experience working on a team and collaborating with teammates to perform environmental, engineering, or business process improvement;
Experience using software or computer applications, such as Microsoft Excel, R, Word, Teams, and Outlook, to manage project workflows and review, analyze, or model environmental data.
