The HHS Federal Opportunities Strategist will build on our existing portfolio of work, especially related to one or more of the following agencies: CDC, SAMHSA, CMS, and/or HRSA. We are looking for someone who has a combination of business development (BD), capture, and proposal management experience to lead complex and high priority business opportunities within HHS. You will be responsible for monitoring the pipeline, collaborating with senior technical experts across the division to assess opportunities, identifying the resources needed to pursue opportunities, meeting with clients, building relationships with key partners and developing winning bid strategies (including pricing, teaming and staffing strategies). We are most interested in individuals who can further our reach and opportunities within new areas of HHS. You will be supervised by HSDís Director of Business Development.
-Understand the full scope of JSIís work in federal, state, and private sectors and be able to leverage this work into other federal opportunities
-Continuously update market analysis to determine short-term and long-term federal opportunities
-Identify opportunities through agency research, 3rd party market intelligence tools, client and partner networks
-Coordinate and influence bid/no bid decisions with senior management and senior technical teams
-Coordinate and drive all phases of capture activities and strategy execution
-Meet with clients to understand their business needs and position us as the preferred contractor
-Develop and nurture relationships with partner organizations, including small businesses
-Lead development of win strategy including win themes, competitive assessment, and pricing strategy discussion
-Conduct competitor analysis, gap analysis, and teaming advice
-Help negotiate with partnership teams and develop non-disclosure agreements and teaming agreements
Qualifications & Requirements
-Masterís degree and 10 years relevant experience post degree, PhD and 6 years relevant experience post degree, or bachelors degree and 13 years relevant experience post degree
-Demonstrated HHS professional network
-Demonstrated record of successful capture, proposal strategy, and execution
-Strong communication and interpersonal skills including verbal and presentation skills for a variety of audiences, both internal and external
-Deep understanding of the Federal Governmentís procurement process
