Superintendent

Job Summary: Manages the operations of the assigned collections equipment and facilities; manages personnel assigned to operations of the wastewater collections systems; represents the Commission in dealing with the customers regarding wastewater issues; ensures compliance with State and Federal regulations; represents the Commission regarding compliance issues, including submissions of compliance reports and permits; manages corrective and preventive maintenance programs; Manages the Commission’s Inflow and Infiltration Control program; and performs other duties as assigned.

Essential Functions:

1. Manages the operations of the assigned wastewater collections systems equipment and facilities
2. Manages the operations personnel assigned to the wastewater collections division.
3. Ensures all activities and operations are in compliance with State and Federal regulations;
4. Submits required regulatory reports and permits;
5. Represents the Commission in dealing with customers, regulators and the general public regarding wastewater issues;
6. Manages preventive and corrective maintenance programs in a cost effective manner;
ensures all equipment is operable and reliable;
7. Manages the Commission’s Inflow and Infiltration Control Program;
8. Ensures maintenance of buildings and grounds of assigned facilities;
9. Coordinates maintenance schedules and use of subcontractors;
10. Manages the performance of the personnel assigned to the division; conducts daily checks of log books and check-off sheets; reviews and approves leave requests; conducts evaluations; prepares and conducts training; executes organizational policies;
11. Recommends purchases and procedures to ensure that the operating budget is not exceeded; prepares budget submissions and purchase orders;
12. Conducts research; attends training to keep abreast with current operations and technologies;
13. Assists other departments during the research and plan development phases to ensure the effective operation of wastewater collections systems;
14. Prepares and /or reviews specifications;
15. Investigates property damage and liability claims resulting from sewage system operations;
16. Oversees the completion of a variety of contracts for supplies, services, upgrades, etc.;
17. Compiles and evaluates statistical information for wastewater collections system operational trends and performance indicators;
18. Develops and conducts tours and speaking engagements for various groups;
19. Assists in the management of employee safety training programs;
20. Prepares and updates operational procedures and guidelines of the facilities;
21. Provides input and assists in the planning, development, design and construction inspection of capital projects related to the assigned facilities.
22. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

1. Ability to gain thorough knowledge of St. Mary’s County Metropolitan Commission policies
and procedures;
2. Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public;
3. Expert knowledge of wastewater system operation and maintenance practices and procedures;
4. Expert knowledge of relevant safety practices and regulations;
5. Ability to effectively communicate with other staff members; ability to coordinate, advise, train and work with other professionals;
6. Ability to supervise and assign work to assigned staff;
7. Knowledge of budget administration;
8. Ability to make informed and sound decisions;
9. Ability to operate relevant computer systems, including hardware and software.

Education and Experience:

1. Bachelor’s degree plus five or more years of relevant experience;
2. Or Master’s degree plus three or more years of relevant experience;
3. Or seven or more years of equivalent technical training, education, and/or experience;
4. Maryland Wastewater Superintendent Certification;
5. Class 2 Wastewater Collections Certifications;

Physical and Environmental Conditions:

Work requires light physical effort in the handling of materials or boxes in non-strenuous work positions up to 30 pounds and/or continual standing or walking of 60% + of the time.

Work involves high risks or discomforts which require special safety precautions, e.g., working around moving parts, or machines. Employees may be required to use protective clothing or gear such as masks, gowns, coats, goggles, boots and gloves; may require working in adverse weather conditions.
