Job Description
SVP Head of Network Optimization
Provides leadership and associated oversight of the capital budget to ensure the creating, implementing and reporting of a strategic rolling plan specific to Retail Banking & Wealth Management (RBWM) branches and resulting from openings, closures, refurbishments, relocations, refreshes, multichannel, evergreen and business critical.  Coordinates key stakeholders and ensures appropriate levels of decision-making diligence and approvals are in place to deliver program objectives.  Maintains local Corporate Real Estate (CRE) oversight and Global liaison accountability related to these responsibilities and integrates Group Design guidelines to support all network initiatives incorporating local strategies, adaptations and regulatory requirements.  Delivers end-to-end program management; oversight of implementations, quality monitoring and approvals. Provides oversight of the implementation of the ATM strategy and maintenance of the ATM network.
 
Impact on the Business
  • Determine relative prioritization between RBWM network locations and spend specific to branch office needs; work closely with executive management on a regular basis to recommend and ensure accurate prioritization.
  • Identify, understand, interpret and implement new strategies related to the network as they develop including business critical, ATM, regulatory and Evergreen projects.
  • Request appropriate research, financial, regulatory inputs specific to branch locations.
  • Categorize the network under five major headings (new, close, refit, refurbishment and refresh) along with regulatory and performance metrics to maintain comprehensive master data on all aspects of each site to use for future planning and decisions.
  • Support implementing the Network framework. Ensure all key stakeholders including Finance, Analytics, Business Heads, CRE, Regulatory, Operations and Security understand role in process and adhere to good governance.
  • Oversee and manage the ongoing maintainance of branches and facilities
  • Oversee the implementation of the ATM strategy and ongoing maitainence of the ATM network
Customers / Stakeholders
  • Ensure good governance is applied across the network program,  processes are consistent and coordinated and their effectiveness and efficiency is maximized.
  • Ensure effective cascade of accurate and timely information to all stakeholders, including management of expectations across the Network, Program and stakeholders; serve as liaison between stakeholders as required.
  • Share best practice related to network optimization across region and Group.
  • Maintain a strong partnership with Corporate Real Estate for strategic physical location strategy to monitor appropriate and efficient capital investment related to network optimization.
Leadership & Teamwork
  • Provide leadership guidance across the program to deliver sound recommendations for significant investments or strategic network changes.
  • Lead and develop an effective team through communication, performance management, development plans and reward/recognition practices.
  • Promote an environment that supports diversity and reflects the HSBC brand.
  • Remain current with innovation and emerging technology related to branch banking and ATM’s
Operational Effectiveness & Control
  • Reassess operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology.
  • Work with Legal and Compliance to incorporate relevant data, review and approvals to support the network program, investments and changes the term compliance embraces all relevant financial services laws, rules and codes with which the business has to comply.
  • Adhere to and be able to demonstrate adherence to internal controls.  Provide oversight of data and communications  regarding key  performance metrics used in strategic decision-making related to network optimization activities.
  • Ensure consistency of implementation at a project level; create and maintain an effective post-implementation review process and understand performance of  network.
  • Undertake project management activities for specific difficult/high level projects related to the physical network.
  • Serve as Network representative on other major network-related projects, ensuring compliance with agreed strategy and adapting the strategy to accommodate new project elements.
  • To implement the Group compliance policy locally by containing compliance risk in liaison with the Head of Group Compliance, Global Business Compliance Officer, Area Compliance Officer or Local Compliance Officer, ensuring adequate compliance resources and training, fostering a compliance culture and optimizing relations with regulators.
  • Complete other responsibilities and project management related tasks that are related to all aspects of the branch network
Major Challenges
  • Controlling processes and procedures across such a large Network program.
  • Developing and implementing a rolling five year Network optimization program.
  • Managing activities and influencing personalities within the program which have conflicting/contradictory objectives and are not under the direct control of Network Optimization.
  • Managing the degree of change in the overall network optimization strategy.
  • Managing communications across such a large program.
  • Managing the impact of other multiple projects and initiatives and ensuring strategy remains appropriate.
  • Minimizing program risk.
Role Context
  • The jobholder is also empowered to make non-financial decisions regarding processes and procedures across the entire program.
  • Program financial decisions are referred to appropriate levels for authority to proceed.
  • The jobholder is empowered to make decisions regarding the strategy being adopted within the program and be a review party to all new customer and operational propositions being introduced into the network.
  • The jobholder has sign-off for the program once approved for individual capital and expense budgets.
  • The jobholder also identifies sites for closures, relocations and Regulatory needs, obtains feedback from Regional Heads.
  • The jobholder attends the following Program Meetings: Program Regional Meetings (Chair), local Management & Risk Steering Meetings as required) and Program Control Meeting (Chair).
  • The jobholder can authorize in-plan invoices up to US$ 150 k.  
Management of Risk
  • Ensure compliance, operational risk controls in accordance with HSBC or regulatory standards and policies; and optimize relations with regulators by addressing any issues.

Observation of Internal Controls
  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
  • The jobholder will also adhere to and be able to demonstrate adherence to internal controls.  This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by timely implementation of internal and external audit points, including issues raised by external regulators.

Qualifications & Requirements

  • Minimum of seven years proven and progressive retail sales and service management and marketing experience or equivalent.
  • Minimum of bachelor's degree in business, finance, marketing related field or equivalent experience.
  • Strong managerial, communications, organizational, planning, lateral thinking, project management, decision-making, financial, analytical and leadership skills.
  • Strong knowledge of the products, services, and processes as well as pertinent regulations affecting the delivery of RBWM products.
  • Strong vendor management skills
  • Superior contract negotiation and execution skills
  • Maintain and develop deep connections with commercial realestate development partners within our branch footprint
  • Strong knowledge of Company branch network, competition, strategic objectives,  local markets and HSBC's design standard.
  • In-depth knowledge of the profit drivers across the business.
  • Change agent. Ability to challenge the Branch network established norms and ways of doing things.
