The primary purpose of this position is to manage and provide program analysis work related to the Research Service Line budget overseen by the Administrative Officer and the ACOS of Research. Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties.

The major duties listed of this GS-9 position are listed as follows:
Duties:
- Formulates and maintains the Research budget and funding adjustments based on need;
- Independently or jointly researches and develops information for special reports of substantial scope and
impact, required by management for development of statistical and specialized information necessary for
projecting future needs for Research related studies;
- Reviews the accuracy and adequacy of current financial and costing reports;
- Functions as a Fund Control Point analyst and formulates and maintains the Research budget per program based on need
- Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for Research, budget analysis, projecting and forecasting;
- Makes purchases or submits payment for services rendered by utilizing purchase cards for fund control.
- Function as a Level 1 Contracting Officer Representative (COR) for the division.
- Performs other related duties as assigned.
